Employers' obligations are heightened when dealing with temporary foreign workers. This is primarily because of a recognition that temporary foreign workers are usually more vulnerable in the labour market than Canadians or permanent residents.

On May 12, 2020, Immigration, Refugees and Citizenship Canada (IRCC) announced a temporary policy (Policy), which allows temporary foreign workers already in Canada to receive interim approval for employment in a new job or with a new employer, while their work permit application is being fully processed. The Policy went into effect on the same day as the announcement.
